Texas Southern University was established as the Texas State
University for Negroes by the Fiftieth Texas Legislature on
March 3, 1947, under the provisions of Senate Bill 140 as a
state-supported institution of higher education to be located
in Houston, Texas. The intent of the legislature was to
perpetuate the segregation of higher education in Texas by
offering the state’s black citizens a university equivalent
to the University of Texas. The establishment of Texas State
University for Negroes was the culmination of a long struggle
by Houston blacks to obtain an institution of higher education
in their community. Texas State University for Negroes opened
in September 1947. After much debate, the legislature changed
